    Served in the Information Technology Department whose mission was to convert from a Legacy Mainframe Based System to a Client Server Based System, a multi-million-dollar project. Ran projects designed to extract data from FACETS database and forward it on to the legacy general ledger, claims processing, and cash disbursement systems. Both came in on time and within budget. Created functional requirements and system design specifications based on interviews with the Finance Department Business Unit and Maintenance Programmers. Developed program specifications and test plans. Implemented and performed acceptance testing. Led team of two programmer analysts and offshore coders to create file extracts from FACETS database and forward it to the five departments in the appropriate data format. Developed project charter, functional requirements, system design specifications, reviewed program specifications, developed and reviewed test plans. Delivered system to integration test team for testing. Led a team of programmers and acted as the liaison (business analyst) to various business units on a project that continued to develop and then to maintain a meta-data tracking system. The system captured information about data fields within the legacy mainframe system using results from the Year 2000 project. Information was then used in the conversion project.

    Served on two-person team to review more than 60 functional specifications and system design specifications for the Application Architecture Team in order to improve the quality by ensuring a more effective translation of business needs into project specifications. Senior Systems Analyst
    Served in the Information Services Department of a health insurance company with approximately 750,000 members. Ran projects that extracted membership and claims data from the AMISYS database and forwarded to various external organizations and internal supporting databases. Extracted membership eligibility data, forwarded it to the ID card vendor and worked directly with the vendor to solve data formatting issues and data transmission volume issues, and set up delivery schedules. Extracted membership eligibility data and forwarded it to the IVR database, working with database analysts to determine data formatting requirements. Coordinated with Washington State Health Care Authority, Health Care Finance Administration, Cigna Health Insurance Company, Central Oregon Independent Physicians Association to facilitate the exchange of member eligibility and claims data. Provided programmer/analyst skills to the company wide accounting and provider conversion effort. Analyzed business requirements, developed functional and system specifications, developed programs and test plans to convert the Surecare accounting data to the AMISYS database. Developed and maintained a provider identification number cross reference database in ACCESS for Provider Relations Department in order to ensure a smooth conversion of provider data from one database to another.     Served on the Convenience Banking Team that developed web-based banking and ATM machine software for a large financial institution. Worked on a project to develop a system for the Customer Service Department that was used to manage customer's internet logon identifications and passwords.     Served in the Materials and Procurement Division as a contractor at the Department of Energy Western Regional Headquarters. Worked on a project that provided the business process model of transmission line material and procurement processes to the head of the materials and procurement division. Interviewed procurement analysts, engineers, construction project leads, and other personnel in order to develop dataflow diagrams and the business process model using CASE tools. Recommended changes to the tower steel procurement and inventory process that saved $1.2 million for each transmission line constructed. Served as a programmer on a team that developed a time keeping and work reporting application that automated the tracking and reporting of hours worked of contract trade union personnel.
